Euroopa tänavatel ja ka mujal on kuulda kaja: „süsteemimuutus, mitte kliimamuutus”. Kui kliimaaktivist Greta Thunberg kohtus Euroopa Komisjoni presidendi Jean-Claude Junckeriga, ütles ta, et Juncker peaks rääkima ekspertidega. Aga mida peaksid eksperdid rääkima?
Meie, süsteemimuutuste eksperdid akadeemilistest ringkondadest, ettevõtetest, omavalitsustest ja kodanikuühiskonnast, soovime anda mõningaid julgeid, kuid teostatavaid vastuseid. Eelmisel sügisel nõudsid 238 teadlast ja 90 000 EU kodanikku, et Euroopa lõpetaks oma sõltuvuse majanduskasvust. Kuus inimest meie hulgast kasutasid ära võimaluse esineda Viini “Growth in Transition” (“Kasv üleminekus”) konverentsil, et kokku leppida kolmes võtmepunktis, kuidas jõuda eduka ühiskonnani planeedi piiranguid arvestades. Nendele süsteemsetele muutus-ettepanekutele alla kirjutanute nimekiri kasvab jätkuvalt.
Mis meid ühendab, on tahe vaadata sisemajanduse kogutoodangu (SKT) kasvule keskenduvast majandussüsteemist kaugemale. KUIDAS liikuda positiivse plaani suunas, mis tagaks realistlikuma kasvu-järgse (post-growth) majanduse. Meie "Viini vedurid" on mõeldud nõustama poliitikakujundajaid Euroopas riiklikul, piirkondlikul ja kohalikul tasandil, kuidas toime tulla ühe süveneva kolmekordse kriisiga: kliimamuutused, liikide massiline väljasuremine ja sotsiaalse ebavõrdsuse kasv1.
Olgem nende kriiside suhtes ausad. Pariisi kliimalepe, Aichi bioloogilise mitmekesisuse eesmärgid ega praegune maksusüsteem ei suuda neid eksistentsiaalseid ohte hallata. Grupp teadlasi kirjutas värskelt ajakirjas Science, et “praegused meetmed biosfääri ja kliima kaitsmiseks on täiesti ebapiisavad.”
Hea uudis on aga see, et sügavad muutused ei ole mitte ainult vajalikud, vaid ka oodatud. Hiljutine ulatuslik Euroopa Liidu küsitlus näitas, et enamik eurooplasi arvab juba praegu, et keskkond peaks olema prioriteet isegi majanduskasvu arvelt. Süsteemse muutuse mandaat on olemas.
Vähemalt kolme olulise süsteemse muutuse puhul leiti laialdane kokkulepe teadus-, kodanikuühiskonna-, äri- ja munitsipaalsektori ekspertide seas. Need kolm “Viini vedurit” ei ole mõeldud korvama teisi lahendusi, kuid kõik kolm on kiireloomulised, võimalikud, vajalikud, tahtel põhinevad ja mängu muutvad2. Need lahendused vajavad visionäärset, pika perspektiiviga vaatepunkti ja entusiastlikku suhtumist. Nad nõuavad uut mõtteviisi, mis erineb “järk-järguliste muutuste” mentaliteedist - mõtteviisist, mis on viinud meid praegusse kriisiolukorda.
1) Tõuka troonilt “Kuningas SKT” ning asemele krooni “Kuninganna HEAOLU”
Inimesed tahavad areneda elavas maailmas. SKT kasvu toetav poliitika ohverdab tihti nii inimesed kui ka planeedi, samal ajal kui heaolu taotlev poliitika aitaks meil terveneda.
Heaolu ilma majanduskasvuta on võimalik. Ressursside liigne ärakasutamine, ohutuse eiramine ja reostuse kasv põhjustavad nii inimeste kui ka planeedi huku. Näited Butaanist Uus-Meremaa ja Barcelonani tõendavad, et sotsiaalse ja keskkonna-alase arengu seadmine tähtsamaks kui SKT kasv on tõesti võimalik.
Nõudmised Euroopa Komisjonile:
„Stabiilsuse ja Kasvu Pakt” tuleb muuta “Jätkusuutlikkuse ja Heaolu Paktiks”.3
„Töökohtade, majanduskasvu ja investeeringute” fookus tuleb muuta „heaolu, töökohtade ja jätkusuutlikkuse“ suunas.
Tuleb luua “Heaolu ja Tulevaste Põlvkondade Peadirektoraat (DG)”, mida juhib esimene asepresident
Nõudmised riikidele, piirkondadele ja omavalitsustele:
Luua „Heaolu ja tulevaste põlvkondade portfell” valitsemise keskpunktina
2) MAKSUPARADIISIST väheste jaoks ÜMBERJAOTAMISENI paljude jaoks!
Maksustame rikkust rohkem ja palgatööd vähem. Maksustame reostust astmeliselt ja lõpetame selle rahalise toetamise riigi poolt.
Vahetult pärast teist maailmasõda maksustati ülirikkaid nii Euroopas kui ka Ameerikas kõrgelt (umbes 90% kõige kõrgema tulumäära juures), aga see on muutunud. Ebavõrdsuse suurenemine ja vaesuse kasv aastast aastasse on selge märk sellest, et meie maksusüsteem Euroopas ei tööta tavainimeste heaks, vaid kaitseb rikkaid ja nende vara.
Selle tulemusena suureneb ebavõrdsus ja kasvab ka (maksu)ebaõigluse tunne. Tänu sellele levib ka sotsiaalne rahulolematus ja populism üle Euroopa, seda ka Eestis. „Kollavestide” protest Prantsusmaal näitas, et ei saa maksustada jäätmeid ja saastamist ilma õiglase maksusüsteemita. Saaste tekitamise ja ressursside ülemäärase kasutamise toetused peavad lõppema kohe.
Nõudmised:
Määrata 80% suurused tulumaksumäärad Euroopa ülirikastele, et saadud tulu madala ja keskmise sissetulekuga peredele ümber jaotada.
Maksustada lennureise parema, odavama ja keskkonnasäästlikuma ühistranspordi toetamise nimel.
Käivitada progresseeruvad süsinikdioksiidi ja loodusressursside maksud tootmiskohas ning jaotada sellelt saadava tulu õiglaselt ümber.
Tagada maksusoodustused materjalide taaskasutuse korral.
3) TÕHUSAD tooted on head, KÜLLALDASED lahendused on veel paremad
Tõhususe kasv on oluline, kuid see on ainult lahenduse algus.
Sotsiaalne ja kultuuriline tõrjutus võib vähendada tõhususega saavutatut. Me ei pea müüma rohkem tooteid, meil on hoopiski vaja pikaajalisi küllaldasi lahendusi. Mõned ettevõtted juba pakuvad valgustusteenust, mitte lambipirne kui tooteid, suunates nii tähelepanu kauakestvate toodete loomisele.
Barcelona nulljäätmete strateegia on täiustanud eraldi jäätmekogumise süsteeme nutikate jäätmekonteineritega, et aidata kasutajatel vähendada jääkjäätmete hulka ning suurendada biojäätmete kogumist. See läheb kaugemale teadlikkuse tõstmisest, ennetamisest ja taaskasutuse toetamisest.
Nõudmised:
Toetada paremaid ärimudeleid, nt. toote-teenuse majandust
Rakendada nulljäätmete strateegiaid kõigil juhtimistasanditel, järgides jäätmekäitluse hierarhiat ja tootjate suurendatud vastutuse skeeme.
Vähendada tööjõumahukate teenuste, näiteks remondi käibemaksu.
Minna tõhususe poliitikalt üle piisavuspoliitikale, et muuta jätkusuutlik eluviis normiks.
